What is UIRD

         Uttarakhand Institute of Rural Development & Panchayati Raj (UIRD&PR) was established in the year September 2002 as autonomous training & capacity building institute registered under the Societies Registration Act 1860. Consequent to the creation of separate Uttarakhand State, the state government entrusted the Uttarakhand Academy of Administration, Nainital with the responsibility of pursuing the functions of also performing as State Institute of Rural Development for the state till the establishment of the new institute. After a thoughtful decision the main campus of the institute has been developed at Rudrapur, Udhamsingh Nagar in 45 acres of land allotted to it by the state government. The institute is presently functioning in the sprawling new campus. The Director General (DG) of Uttarakhand Academy of Administration (UAoA) is the Chairman of the executive committee of UIRD for administrative and technical purposes. UIRD&PR has been designated as the apex capacity building institute in the Rural Development and Panchayati Raj sector of the state.

         To facilitate the Rural Development initiatives with special focus on the rural communities particularly disadvantaged sections, rural poor and rural women by enhancing the knowledge, skill and attitude of rural development functionaries (officials and non officials) through long and short duration programs/courses/ workshops/ seminars/ conferences/ meetings and other effective strategies. The objectives of the Institute are appended below:

  • To Develop Managerial skills, organizational capability, leadership and decision making ability for development planning and efficiency in implementation of policies, program and projects.
  • To create and provide opportunities to develop and upgrade knowledge/skills/attitude and experience on a demand driven basis for promoting the study of Rural development and Panchayat Raj in particular & development administration in general.
  • To study and document indigenous rural technologies, facilitate in the amalgamation of the modern technology with indigenous technology in various development sectors like water and sanitation, water recharging, energy conservation and use, diversified agriculture, irrigation, rural housing, disaster mitigation, rural tourism, health system and health care, rural roads, transport, marketing etc. and facilitate their transfer from lab to the land.
  • To function as the nodal and apex state level training institute in the field of rural development.
  • To help in the growth of professionalism in the area of rural development administration and effective management of rural development programs.
  • To promote HRD & management practices as a major instrument for the development of rural areas.
  • To carry on organizational and policy oriented research work.
  • To develop infrastructure for effective capacity building, training, education, extension, research, consultancy and allied activities.
  • To collaborate with the other regional/district level institutions having similar objectives for the achievement of the objectives of the society.

Vision:

Mission:

             To function as a nodal and apex state level training institute in the field of rural development.

Activities:

             Training is the main objective of this Institute. Apart from the mandatory and regular courses, training programmes are designed and conducted as per the policies of the State Government, Rural Development Department. Training and capacity building is a matter of pride of the Institute since its inception. Systematic training classrooms, laboratories and field is the hallmark of the institute. The Institute has been organizing trainings in the areas of Panchayati Raj and Rural Development, Information Technology, Computer Application, CAG, NREGS, Watershed Development for Officials and non-officials functionaries. Duration of the training has been varied from 3-12 days for a target group of minimum of 25 people. Apart from short term courses the Institute also imparts long term Basic & Professional Training to the offices of the Rural Development & Panchyati Raj Department of the State. The details of Training Programmes conducted by the Institute The Institute has been able to successfully organize for the participants of IAS, IFS, UIRD, Panchayati Raj & Rural Development, Computer Courses, MGNREGS, SGSY, RGSY,  SHG Activity,  RTI, DoPT etc.
Uttarakhand Institute of Rural Development Rudrapur, Udhamsingh Nagar undertakes Research Projects as per the need. Evaluation of various Government Programmes, implemented in the State is done by the Faculty Members apart from the collaborative projects of the Institute with other similar organizations like UIRD.

            Consultancy Services is also done by the Institute. Eminent Scholars, competent officials from both retired and serving category can be nominated as consultants, as per the norms laid down for this purpose.

Clientele:

           The UIRD caters to the training need of Rural Development functionaries and Government officials on the official side, whereas, the non official clientele groups involves the Elected representatives of the Panchayat Raj Institutions.

Fee for Training:

           Government functionaries of rural development are trained free while, some clients e.g. public sector undertakings, banking institutions, international organizations etc., will have to pay the prescribed course fee which will vary according to duration and content of programme.  Consultancy/sponsored programmes are charged through negotiations. Action Research:

            The Institute undertakes location and community specific research for field-testing of various themes or models, step-by-step, while actually implementing the project on ground.  Day-to-day interventions are modified according to the situation prevailing in the project area.  It is a process of learning while doing and also social laboratory for trainees. The Institute has also taken up the important process of documenting its efforts to enable policy makers, rural development functionaries, state governments, etc., to pick up learning points for application of such process oriented implementation of programmes.  The tangible outcomes of Action Research are: i) to strengthen working relationships among the Government Agencies and also promote public - private partnerships; ii) to provide opportunities for tapping the local traditional wisdom and also to facilitate greater participation of the disadvantaged sections in all local development endeavors; iii) to identify cost effective and eco-friendly alternative development models for sustainable Rural Development.

Institution Building and Networking

             Capacity building of approximately Sixty Thousand elected representatives of Panchayati Raj Institutions & Rural Development Functionaries is a prerequisite for achieving the goals of Rural Development.  UIRD plays a crucial role in strengthening the training infrastructure of Extension Training Centers (ETCs) besides augmenting the capabilities of the faculty members of these Rural Development Training Institutions. 

             The statement of services provided to each client of the citizen group separately with specific standards, which should be measurable, realistic and challenging:

            UIRD is an academic Institution organizing training and research for rural development functionaries so as to facilitate rapid socio-economic transformation of rural areas. Our clients are official and non-official functionaries, who are responsible to implement the development programmes, deliver development inputs and services.  Through training we are improving this capacity in terms of management skills, knowledge and attitude.  These can be measured by the improvement in their efficiency of discharging their functions. At the end of each training program, participants’ evaluation is done on various parameters.

                                                         

Expectations from the client and citizen:

•  Good governance, transparency in all developmental activities and efficiency in the  implementation  of program and delivering of services.
•  Attend, gain and use the training given
•  Share the knowledge and skills gained from UIRD services
•  timely and on schedule payment of fees/charges agreed upon
•  Help (suggest) in improving services of UIRD

            UIRD obtains data from the clientele groups directly (through training needs analysis exercises) and also indirectly through the state governments and other institutional channels.  The interaction of the faculty with these groups is the most common mode of eliciting their expectations.  The evaluation feedbacks of the training programmes are the major means of judging the extent to which the expectations are met clientele group–wise.  The TOT programmes and Off-campus programmes are also interventions for fulfilling the aspirations of the clientele groups in terms of acquisition of knowledge, attitudes and skills.  The training material including case studies (developed by UIRD and others) and films offer ample opportunities for various members of the different clientele groups to learn from the rich experiences (success as well as failures) of other members and other groups.

            Being a State level research and training institution, the scope for direct interaction with the citizen with a view to meet his/her expectations is limited.  However, the research reports highlight the problems and aspirations of the citizens and these reports are usually referred to the development departments, which in turn facilitate the realization of citizens' expectations from development processes.

Details of Grievance Redressal mechanism and how to access the same:

             The various clientele groups can approach the Executive Director, UIRD regarding their grievances, if any, concerning the RD training and research activities including consultancy services in the field of research and training.  Through research and diagnostic studies, the feed back on the problems of the people in general and the target groups of various programmes are provided to the policy makers and field expectations of various State ministries and departments involved in Rural Development.

An in-built schedule for periodic review:

             The Board of Governors (BOG) and the Executive Committee meet periodically to review the research and training activities of UIRD.  The Board of Governors (BOG) meets once a year.  The BOG reviews and provides sanctions to the activities undertaken by the Institution in a Financial Year. The BOG is entrusted with the chores of recruiting and selection of suitable faculties with the approval of the RD Department.

Information dissemination:

            The Institute proposes to bring out a publication on 'Rural Development & Panchayat Raj" in the ensuing future on quarterly basis.  Besides providing progress data on a host of Rural Development, Panchayat Raj and various RD program & Schemes, the publication proposes to highlight both spatial and time series trends in different dimensions/aspects that impinge on the impact of the lives of rural people.  Academicians, policymakers and programme Implementers suppose to be find this publication very useful.
